Laura,

I don't know why it happens, but we have the same problem.

However, I  limited the student user so they cannot access most system 
prefs.  So all my student workers can do is  log out and then  log back 
in. For some odd reason, this simple act puts right all the 
international options.

Fortunately, I discovered that if the administrative user had the same 
international input methods assigned, this log-in failure rarely 
happened.

Again, I don't know the why but it works with enough other 
programs/options that now I just go ahead and make the administrator 
and the students match as much as possible.
