By native, do you mean an OS purchased in the target country or just 
one that is fully localized?  Windows 2000 and XP have such things 
called Multilingual User Interface Packs that allow you to turn an 
English OS installation into a localized environment.  I have used this 
with my Russian profs mostly, and it has worked out great.  Her Windows 
account is set to default into Russian and the administrative account 
we have on the machine is set for English.  If we need to do any work 
within her account, we can easily change the interface to English for 
the duration of the work and then change it back to Russian when it is 
done.  It's been a great help to have it so flexible.

We do not install the physical keyboards that are native to any country 
other than here, but so far that has not been a big problem for our 
people.
