This is a long and difficult discussion.  However, my experience from 
both the
faculty and the staff side is that unless faculty CHOOSE what 
activities students
are supposed to do in the Center and choose to make those activities 
well
integrated with the course as a whole, then students wind up doing only
"seat time".  This is what Read was objecting to.
