I can only speak for Windows 2000, but if that is what you are running, all 
you need to do is enable the IME.

Go to Start > Control Panel > Regional Options.

Under 'Language settings for the system', check Arabic and click Apply.

Click the Input Locales tab.

Under 'Input language' click Add and choose Arabic (I am not sure what the 
differences are between the various Arabic origins. We use Saudi Arabia.)

Click OK twice.

Now, when you are working in Word, you can click the language icon in the 
bottom right hand corner and select Arabic.

In order to be able to type from right to left, I think you need to enable 
Arabic in MS Word. To do this, in a standard Office 2000 setup, you can go 
to Start > Programs > Microsoft Office Tools > Microsoft Office Language 
Settings. Click the Enabled Languages tab and check Arabic, then click 
Apply.
