In Acrobat 4.0 (full version of course, not just Reader) the relevant menu
item is "Insert Pages" under the Document menu. Open PDF file 1, click on
Document|Insert Pages, and you will be presented with an "Insert" dialog, in
which you can choose to insert PDF file 2 before or after any page in the
document. Then Save the new document with the same or a new name.
