I would guess that you scan them like you would any other slide, with a
transparency adapter on your scanner.  Save them as a jpg or tiff and
import them into powerpoint.

Regular scanners use reflection, a transparency adapter/scanner puts
light through the slide.  You will need to scan the image at a high
enough resolution so that the physical dimensions can be expanded to fit
the page.
