There have been discussions of this in the past on this list before, 
so check the archives.

I recommend http://www.zonefreedvd.com/  We got the Sampo DVE-612, a 
DVD player that is "code-free" (would play DVDs from any region and 
not lock into any one) which plays both NTSC and PAL DVDs on my NTSC 
TV -- as well as MP3 CDs. All for $300 plus shipping.
