Dear Cynthia,

The quality of translation from products within a student budget, or indeed 
even from free web-based services such as the Altavista Babel site, is 
such that no instructor would have any difficulty spotting the source.  
Students naive enough to attempt to blindly pass off these translations as 
their own are not likely to do so a second time when they get their 
corrected/graded paper back. I would suggest, therefore, that the only 
policy needed would be to warn students just how badly they will do if they 
try to rely on computer-based translations.  Jack
