DIRECTOR, ESL & INTERCULTURAL PROGRAMS
OVERVIEW:
Reporting to the Vice President, Community Education and Economic
Development the Director, ESL & Intercultural Programs, manages the
planning, development, implementation and assessment of quality
academic, vocational, and citizenship courses and student services for
adult students with limited English proficiency. Programs are offered as
non-credit and community-based classes and services as well as
customized international and business/industry training and contracts.
The Director additionally manages the planning, implementation and
assessment of the Language Learning Center, which serves Foreign
Language, American Language, American Sign Language and ESL Departments.

The Director coordinates non-credit ESL matriculation processes through
articulation with credit instructions and student services areas, and
ensures development of new VESL curriculum in collaboration with
occupational departments and programs to support the seamless transition
of ESL students into credit certificate/degree programs. In addition,
the Director manages enrollment and prepares student outcome reports
based on ICCIS and local database information to demonstrate program
effectiveness and the retention, persistence and success of ESL adults.
The Director maintains frequent contact with outside agencies and
community-based organizations, as well as supervises and provides work
direction for full time staff including managers, counselors,
supervisors and clerical staff as well as a large part-time faculty,
instructional aide, student services and clerical support staff.
EXAMPLES OF KEY DUTIES AND RESPONSIBILITIES:
" Develops and coordinates short-term intercultural training for
visiting international students and professionals and hosts
international visitors.
" Develops sister college or other agreements that promote intercultural
communication and global competence for students and faculty.
" Develops cross-cultural and communication training for
business/industry and contract monies for the College.
" Establishes new venues for ESL programs on- and off - campus to
provide workforce training based on demographic and workforce trends.
" Prepares federal and/or state grants to secure supplemental funding in
support of innovative ESL instruction or services and manages restricted
fund budgets (e.g. 231 Adult Literacy grant, FSS Chancellor's office
grant).
" Aligns ESL, VESL and Citizenship instruction and student service goals
with federal and state regulations, the Chancellor's office, California
Department of Education, VTEA and Model Standards and articulates with
credit to ensure a timely and successful transition of ESL adults.
" Represents the interest of ESL and non-credit programs and supports
program improvement in alignment with College mission and goals by
serving on campus-wide committees (e.g. International Education,
Economic Development and non-credit/credit Matriculation).
" Provides oversight of data-based development, data collection and
report preparation to assess ESL program effectiveness and outcome data
validating ESL student success in getting jobs, better jobs, and/or
earning credit certificates/degrees.
" Promotes the purposeful use of technology to support innovative
instructional delivery and informed decision-making for instructional
program development and student support services.
" Coordinates the recruitment, hiring, orientation, continuous
improvement and evaluation of ESL certificated and classified classroom
and office personnel.
" Ensures appropriate balance and continuity between maintenance,
improvement and innovation projects in support of both quantitative and
qualitative growth of ESL programs.
" Serves as member of the Community Education and Economic Development
Team.

EMPLOYMENT STANDARDS:
Knowledge:
" Understanding of intercultural communication and
language/communication strategies and ability to develop intercultural
programs/training.
" In-depth knowledge of federal/state policies pertaining to adult
education programs.
" Knowledge of the California educational system (e.g. K-12, community
college and university system), and California Education Code.
" In-depth knowledge of District regulations, policies and procedures.
" In-depth knowledge of language acquisition research, ESL methodology,
instructional delivery modes and systems, and the needs of target ESL
populations.
" Understanding of government and/or "funded programs" and
budget/revenue policies and procedures related to non-credit programs.
Skills and Abilities:

" Strong management, organizational and supervisory skills, staff
development processes and team development tools.
" Understanding of quality tools and continuous improvement processes
related to program development.
" Strong analytical and problem-solving skills.
EDUCATIONAL QUALIFICATIONS:

" Master's Degree in Education, in TESOL.
" 5-7 years of directly related experience.

SELECTION PROCEDURE:
A committee will evaluate applications, taking into account breadth and
depth of relevant education, training, experience, skills, knowledge,
and abilities. Interviews may include a written and/or performance test.
(Reimbursed cost up to $500 per candidate for over 150 miles one way).
Recommended finalists will be invited for a second interview. Position
is dependent on student enrollment, College resources, needs, and Board
of Trustees' approval. Preferred beginning date of employment will be on
or before October 1, 2002.
SALARY AND BENEFITS:
Salary Range: M-15, $87,144 - $94,452
The College contributes $4,083 toward annual premium for medical,
dental, vision and life insurance coverage. Employees may contribute 4%
of salary toward Retiree Lifetime Medical Benefits Program. (10-year
maximum contribution)
