How are people dealing with plugins in their self-service/open-access labs?

We are putting together an image for the computers in a facility that is an
open lab (meaning 24x7 access with lab attendant).  One of the requirements for
the facility is the ability to install plugins (standard plugins will already
be there) while maintaining a relatively high level of security - not being
able to install other programs.

It is a difficult balance between flexibility and security.  I am really
interested in hearing how others deal with this.
