This may be true for uncompressed video, but all streaming video is 
compressed using some codec and most codecs allow for adjustments so the 
transfer rate can be modified. Even Digital Video (DV) is compressed. In 
streaming video, for example, you adjust the size of the movie window, 
frame rate, image quality, how the audio is compressed, etc. There are 
many audio and video codecs available and more are being developed.

A company called Terran had a web page dedicated to describing codecs 
called "codec central." They used to have a product called Media Cleaner 
which they sold to Media 100 which in turn sold it to Discreet. (Now  
Media Cleaner is just called Cleaner.) I just checked Discreet's site 
and they say they are reviewing the codec central information and will 
post it in the future. Here is the link for that:
