Have you ever used WordReference? It's at http://www.wordreference.com, and 
it will look up highlighted words in on-line texts in the HarperCollins 
Dictionaries. It does not do all the languages you mentioned and cannot be 
personalized, as your program can be, but it is the closest thing I know of.
