The following might be worth checking. We were involved with the Johnson C. 
Smith Russian implementation phase.

Requirements: Accredited two-year and four-year US institutions of higher 
education. 
Sample Award(s): Johnson C. Smith U (Charlotte, NC)--for a program in Russian 
language and culture, $419,000 (1999). Metropolitan Community College (Omaha, 
NE)--for studies in the language and culture of Brazil, $50,000 (1999). 
Amount of Grant: $25,000-$450,000 for projects of one, two, three, or four 
years 
Date(s) Application Is Due: April 10. Receipt of application satisfies 
deadline date requirements.
