Is Arabic really not available for Windows Millenium Edition?

I have had very limited experience with ME, since we don't use it on 
campus, and, trying to set up a professor's home computer, it seems that 
Arabic, Chinese, and other languages are unavailable for ME. I searched the 
Microsoft Knowledge Base and got a list - I just can't quite believe it.
