To create crossword puzzles, you can also try Half Baked Software's "Hot 
Potatoes".  You can download and use it for free for educational purposes at 
http://web.uvic.ca/hrd/hotpot/  You can also check out their site at 
http://www.halfbakedsoftware.com if you like "Hot Potatoes".  Hot Potatoes 
does not yet, as far as I know, support non-western languages like Russian, 
Chinese, or Japanese, though.
