Both WebCT and Prometheus support some other languages.  Off hand, I don't know all the details, but I do know
that someone in our office was able to create things in Prometheus using non-Roman alphabets, such as Hebrew.
Prometheus supports Chinese, Japanese, and Cyrillic as well.
