Hi. Yes End Note does that as does ProCite. End Note is a bit easier. Some
libraries even let you import from there online library, for example, NYU,
so you need not even type it.

Does anyone know of a program that would allow a user to input
bibliographic information and have it automatically converted into MLA
format?
