I don't know about DTS but there is no SECAM format in the DVD world,
as I understand it.

There are people in SECAM video countries (eg France) who might have
monitors/TVs which only play SECAM format video signals (and therefore
might need a converter between the DVD player and the tube) -- but most
I would wager have multi-standard-capable monitors, so there would be
no issue other than the DVD region code.
