Final Cut Pro does not do format conversion from NTSC to PAL or vice
versa.  

What is required is a video standards converter (see Snell and Wilcox).  
These are very expensive pieces of
hardware.  Generally, the transfer is handled by a service bureau.

FCP allows editing in either NTSC or PAL, assuming you have content in that
format and you are capturing with the appropriate camera or deck.
