I have not worked with Substation Alpha but we are also interested in
subtitling.
We decided to go with the Open captioning - Non-time code based - Analog
option.
To do this I just purchased two products from Computer Prompting &
Captioning Co. (1-800-977-6678)

1. CPC-600 CaptionMaker (software without Time Code) and
2. DE241CG from EEG (Hardware). This is the Character Generator Decoder.
We are going to use a PC w/Windows 2000.

In a couple of months I will let you know how this program works !!
