Please help! I've been drafted to form a five-year technology plan for our 
adult career center public charter school with three sites but one computer 
applications class and one language lab. It's mostly for ESL.

What sort of things should we consider or avoid? Are there references or 
sources I could look at? What format should it take? I've been given the 
impression that the simpler the better.
