What version of OS X server are you using?  I'm pretty sure that OS X
server defaults to index.html (if it is present).  Otherwise, it will
display the directory contents of your Documents folder.

I think that problem is that you need to give Everyone RX access to your
Documents folder.  This can be done using the Inspector or at the terminal
using chmod.
