Here in Carnegie Mellon University we use broadcasts from SCOLA(Satellite
Communications for Learning) to receive Russian television broadcasts.  
I believe we only get one hour of said broadcast, at 2 P.M. (Eastern
Standard Time). I do not know if that would be enough for your needs.  The
rest of the day we receive one hour broadcasts from many other different
countries.
