We've handled this by hanging our printers off of our VAX system and letting
the VAX handle the accounting. Users print to a file and then use their
normal username/password for authentication on the VAX.  The printable file
is uploaded and printed.  Billing information is collected once a semester
and sent to the comptroller who adds it to the student bill for the next
semester.  We even have a script that runs on the VAX and automates the
upload.  It sounds pretty funky but its worked well for years.

I wouldn't recommend looking for a VAX to run this on, but I've heard that
this is printer accounting software available for the NT that should do most
of this.  Using an NT should also make the networking part of this less
obvious to the user.
