Well, on my machine (10.8.4), it is at /usr/bin/SetFile.
To know where "SetFile" is (or is not installed), you can do in Terminal:
$ which SetFile

To set the creation date of a file, you can do for example:
$ cd ~/Desktop/test_folder
$ SetFile -d "04/23/11" "images.zip"
