Have you tried Netscape Messenger (free with Netscape Navigator, bundled
together as Netscape Communicator)? It is excellent for use with
non-Roman-font languages, since you can both set the encoding for your own
messages and receive messages in a number of different encodings (depending
on the language).  You will still need some sort of software to enter
hangul, but this method (assuming you have that software) works on both PCs
and Macs. I have written up a set of instructions for configuring Messenger
for email with non-Roman characters, online at
