Ed,

I disagree.  I believe that digitizing video and making it available on the
web is distinctly different from using closed circuit TV.  Maybe if you IP
restrict the files to the lab, classrooms and dorms, you could argue a
similarity.

At URI, we recently shifted to password protecting our files. Unfortunately,
we had too many instances when the IP restriction was corrupted and the
files were made available to the general public--including during a
conference-- quelle embarrassing!
