Vacancy Announcement Number: FSI-01-03A

Position: SUPERVISORY INSTRUCTIONAL SYSTEMS SPECIALIST
        GG-1750-12 /13

Salary: $53156 per year - $82180 per year

Promotion Potential: GG-13

Duty Location: 4 vacancies at Arlington, VA

Major Duties: This position is located in the School of Language Studies.
Working as a team with a department chair and other Language Training
Supervisors, incumbents manage and direct language training programs. The
incumbents recruit, train, develop, and supervise Language and Culture
Instructors, who deliver job-related language training at all levels,
beginning to advanced, to adult professionals from the Foreign Affairs
Agencies of the Federal Government. The incumbents exercise professional
language training skills to direct language training programs and materials
development, which bring students to high levels of language proficiency in
reading and speaking. The incumbents serve as technical advisors, by staying
abreast of the state-of-the-art in the application of technology to the
language learning process and current best practices in the areas of
distance learning, classroom and computer-assisted instruction. The
incumbents oversee the design of new courses and/or extensive revisions to
existing training courses. They provide advice and assistance to the
Department of State on language-related matters. They may manage groups of
Language and Culture Instructors whose political, cultural, and religious
differences make administrative and counseling efforts difficult and
challenging. They monitor and evaluate students' progress and make
interventions to maximize the effectiveness of the students' time in
training. They oversee language proficiency evaluation in the languages
supervised, both of current students and other U.S. Government employees.

Qualifications Required:

Basic Requirement:
Applicants must have the required experience/education described below and
meet the selective factors.

Applicants must possess an academic degree (advanced degree preferred) that
included or was supplemented by at least 24 semester hours appropriate to
the work of the position.

Additional Requirements:
In addition to the basic requirement, applicants must possess at least one
(1) year of specialized experience equivalent to work typical of the next
lower grade for the position. Specialized experience is experience that
equipped the applicant with the particular knowledge, skills, and abilities
to perform successfully the duties of the position, experience that is
typically in or related to the work of the position.

Further, specialized experience and/or course work that led to a related
degree must include experience/study in at least four of the following five
areas:
1. Learning theory, psychology of learning, educational psychology
2. Instructional design
3. Educational evaluation
4. Instructional product development
5. Computers in education and training, especially experience in developing,
implementing or applying computer based foreign language instructional
packages in the learning process.

Note: If you have not served as a supervisor or manager in the Federal
service, you will be required to serve a one-year probationary period.

Specialized experience: Demonstrated experience that has equipped the
applicant with the particular knowledge, skills and abilities necessary to
successfully perform the duties and responsibilities of the position after a
normal orientation period.

Knowledges, Skills and Abilities Required:
Ranking Factors: Applicants who meet the qualification requirements
described above, must demonstrate the quality of their experience by
properly addressing the following knowledge, skills and abilities on a
separate paper. The applicant should include the extent to which their
education, work experience, training, awards, managerial and/or supervisory
experience or training, performance evaluations and appraisals had
contributed to possess the knowledge, skills, and abilities described below.

1. Knowledge and skills in foreign language curriculum design, teacher
training and classroom pedagogy, and student counseling.
2. Supervisory and/or management knowledge and/or abilities.
3. Ability to communicate effectively in oral and written English and a
foreign language (subject to proficiency test).
4. Ability to interact in multicultural settings (formal and informal).
5. Knowledge of historical and cultural issues relating to current
interactions with relevant contemporary native speakers of the foreign
language.
6. Knowledge of educational and training technologies and instructional
methodologies.

NOTE: Applicants are strongly encouraged to submit a narrative for each KSA.

Basis of Rating:
Applicants meeting basic eligibility requirements will be rated and ranked
on the knowledges, skills and abilities, and other characteristics (KSA's)
required to perform the duties of the position. Please review KSA's
carefully. Include in the write-ups such things as experience in and out of
Federal service that gave you the specific knowledge, skill or ability;
objectives of your work; and evidence of your success (such as
accomplishments, awards received, etc.)

Pay, Benefits and Work Schedule:
Term appointment not to exceed 2 years. Term may be extended at option of
the agency.

All Federal employees are required by PL 104-134 to have federal payments
made by Direct Deposit.

Conditions of Employment:
Under Executive Order 1193 5, only United States citizens and nationals
(residents of American Samoa and Swains. Island) may compete for civil
service jobs. Agencies are permitted to hire noncitizens only in very
limited circumstances where there are no qualified citizens available for
the position.

The individual selected will be subject to random drug testing.

Selectee must be able to obtain and keep a Secret security clearance.

Occasional travel may be required.

Other Information:
This position is in the excepted service. It is excluded from provisions of
the career transition assistance program.

Time in grade restrictions must be met by the closing date of the
announcement.

Identification of promotion potential in this position does not constitute a
commitment or an obligation on the part of management to promote the
employee selected at some future date. Promotion will depend upon
administrative approval and the continuing need for an actual assignment and
performance of higher level duties.

Competitive status is not required for mentally retarded or severely
physically disabled applicants eligible for appointment under Section
213.3102 (T) or (U) of Schedule A, and 30% or more disabled veterans
eligible for appointment under 5 CFR 16.402 (b) (5), and veterans eligible
for a Veterans Readjustment Appointment (VRA) under 5 CFR 307.103.
