Hmmm... I'm not sure that this is the definitive answer you are looking for, 
but I've noticed that switching to a new app will require resetting the 
desired keyboard. For example, if you are typing in Japanese with kotoeri 
input in Word, then switch to Dreamweaver, the keyboard will switch back to 
US, and you'll have to reset it to kotoeri.  Your problem sounds a bit more 
buggy than that tho. Do you have any other keyboards enabled besides US and 
the character pallette? Is it one machine or an entire lab? Does it switch 
during use, when left alone, on restart?
