I think it's okay if it's in a script that is controlled by the developer. I have several and they serve strategic purposes at times.

Is the Run-With-Full checked in the script that the Delete-All-Records command is in? If it is a sub-script you have to enable it in that script as well.

Just grasping at straws here. Obviously.

Did you step through the script to make sure that you are on the right layout with the correct found set? It may be a prior script step that is causing it to fail.
