The problem with WebDirect is not only the licensing cost, but moreso 
the hardware requirements for it:

(see "Recommended Hardware Configurations" under the "FileMaker 
WebDirect" header)


You are essentially moving the load of FileMaker Pro onto the server 
side of things, which is inevitably going to be costly.
